Automated Number Plate Recognition (ANPR)
ANPR is the process where a vehicle’s image is captured with a specialised digital camera and the number plate is extracted from the image. The plate number is then used for a variety of purposes such as access control barriers, parking systems, security and tracking.
ANPR is primarily the realm of large business that has available capital to commit to highly customised bespoke solutions and the ongoing operational budgets for maintenance. IP-Surveillance.com.au Pty Ltd is removing that cost barrier and making ANPR a commodity based service available over the Internet (ANPROnline.Net) at an affordable cost per tran
saction thereby making the technology attractive to small and medium sized business.
How does it work?
Characters and digits in a picture are recognized by the system. If the characters and digits are placed one behind the other, they are identified as text. As motion is detected the camera takes several pictures in quick succession. Typically there would be four pictures. The system then scans these pictures to optically recognise any text.
Performance
The accuracy of the ANPR depends on the quality and resolution of the IP camera, the position of the camera, of the angle of the lens, lighting conditions, use of (IR) illumination, the speed of the objects to be registered and the state of the licence plate.
For instance the angle of the camera in respect to the plates to be scanned is very important, as is the influence of backlight or (low) sunlight. However once the ideal conditions have been setup it possible to scan successful at considerable speeds.
Who uses ANPR?
The target market for ANPR technology is wide variety of businesses that require the ability to monitor or control traffic in-flows and out-flows.
Although the application of ANPR is useful for any business where vehicle movements represent either a direct cost (security and access control) or direct revenue stream (parking providers) several specific target markets have been identified as ideal candidates for the technology.
Given that existing markets for ANPR technology is primarily large corporate with the ability to invest capital into complex and expensive solutions, the ANPROnline.Net product will create entirely new markets in the small to medium business segment.
Holiday Parks, Car Parking providers, boom gate and access control providers, security product resellers, multisite businesses all represent markets where web base number plate recognition provides a compelling case for cost savings and process efficiencies.

Software versions
There are two versions available:

The Stand alone version runs on a local server installed at the customer's site.
Paid on a per site basis. -
The Cloud based version runs on our top end servers hosted in secure server centres around the world. Apart from the camera there is no need to invest in, or maintain, any hardware.
Paid on a per-car basis.
Hardware
The initial image capture forms a critically important part of the ANPR system. The suppl
ied camera is a black and white Mobotix IP multipixel camera with an infrared light and IR filter.
The filter minimizes the influence of daylight and headlamps of vehicles. IR is used day and night to improve the system performance.
